Toto C and E was founded in 2023 with the intention of producing many South African imported petrochemicals and participating in the energy production space, as the country struggles with electricity supply stability. Toto Julius Mbenyana is the organization's founder, CEO, and chairman, and Andre Labuschagne is its director. The two partners are highly experienced ex-Sasol technical and senior management personnel, each with approximately 30 years of Sasol experience. In terms of revenue, Sasol is the largest and most respected organization in the country.
Toto C and E is currently more focused on producing used cooking oil biodiesel on a commercial scale due to the company's size. Given the benefits of biodiesel, the country developed a biodiesel strategy led by the Department of Mineral Resources and Energy in 2007, and in 2012 it promulgated a regulation requiring all petrochemical companies in the country to absorb all biodiesel produced in the country. Given the country's poor economic performance, the country further incentivizes biodiesel producers with 50 percent lower rebates to ensure their sustainability.
